Solid Waste Management

The Singapore IWMF, which is currently under construction, will be designed and built by the Keppel Seghers-China Harbour-ST Engineering Marine Joint Venture. This will be Singapore’s first integrated waste management facility and will have the capacity to treat 2,900 tonnes per day of municipal solid waste when its completed. It will also feature a 250 tonnes per day Material Recovery Facility (MRF).

Using Keppel Seghers’ proven and proprietary waste-to-energy (WTE) technology, the IWMF facility will generate sufficient electricity to sustain the operations of Singapore IWMF and the co-located Tuas Nexus Water Reclamation Plant (WRP), with excess electricity exported to the grid.

Designed, built and to be operated by Keppel Seghers-Zhen Hua Joint Venture, the HKIWMF Phase 1 which is currently under construction, will be Hong Kong’s first integrated waste management facility, capable of treating 3,000 tonnes per day of municipal solid waste when its completed.

Utilising Keppel Seghers’ proprietary SIGMA combustion control and moving grates technology, the HKIWMF provides superior waste combustion and energy recovery.

Keppel Seghers secured a contract to supply waste-to-energy (WTE) technology and services worth over EUR 70 million for Australia's first WTE plant in Kwinana.

Developed by Macquarie Capital and Phoenix Energy, the Kwinana WTE Plant will be located about 40km south of Perth and can process up to 400,000 tonnes a year of waste using Keppel Seghers' technology and processes and able to export an estimated 36MW of green electricity to the grid.

Largest waste-to-energy facility in the world

On 9 September 2016, Keppel Seghers secured a contract to provide technology and services to the Baoan WTE facility in Shenzhen, Guangdong Province, China. Awarded by repeat customer Shenzhen Energy Environment Engineering, the contract is for the expansion of the existing facility through the provision of equipment design and technical services for the facility's furnace and boiler components.

In 2019, the Phase III expansion added an additional 4,675 tonnes per day (TPD), enabling the facility to process up to 8,875 TPD of municipal waste which makes the Baoan WTE facility the world's largest in terms of incineration capacity at a single site. Keppel Seghers also provided the process design, technology and services for Phase I and II of the facility, which were completed in 2006 and 2013 respectively.

Keppel Seghers was awarded two contracts by the Ministry of Municipal Affairs and Agriculture in Qatar (now known as Ministry of Municipality and Urban Planning) to design and build four Waste Transfer Stations and one Integrated Domestic Solid Waste Management Centre (DSWMC), and to operate and maintain the DSWMC for 20 years.

Since October 2011, Keppel Seghers has formally handed over the DSWMC to its clients and has commenced the Operations and Maintenance phase of this large Design-Build-Operate (DBO) project with excellent operational and safety record.

Keppel Seghers is the preferred partner for the Engineering, Procurement and Construction (EPC) of the Greater Manchester EfW Combined Heat and Power (CHP) Plant. Keppel Seghers secured the contracts for Phase I and Phase II of the integrated EfW project, worth about GBP 390 million in total, in 2009 and 2010 respectively.

Phase I is built primarily as part of the Greater Manchester Waste Private Finance Initiative (PFI) project to manage 1.3 million tonnes of municipal waste handled by the Greater Manchester Waste Disposal Authority (GMWDA) each year. The plant can divert more than 75% of Greater Manchester’s waste from landfill.

The plant will be built for Ineos Runcorn TPS, a special purpose vehicle set up by Viridor Waste Management (Viridor), John Laing and Ineos Chlor for the procurement, operation and maintenance of the plant. The plant will produce around 20% of the total energy with green energy needs of Ineos Chlor’s Runcorn manufacturing site.

Keppel Seghers handed over the Bialystok waste-to-energy combined heat and power (WTE CHP) project in Poland to the client in December 2015, delivering the project on schedule and on budget.

One of the first WTE plants in Poland to achieve commercial operation, the Bialystok plant can process approximately 120,000 tonnes of waste per year. The facility exports approximately 7.6 MW of electricity to the grid during summer, while during winter, it supplies 17.5 MW of thermal energy to Bialystok's district heating and exports 6.1 MW of electricity to the grid.

Keppel Seghers Tuas WTE Plant is Singapore's fifth incineration plant built, and the first to be done so under the National Environment Agency's Public Private Partnership initiative.

Developed by Keppel Seghers in 2006 and operational since October 2009, it is the first in Singapore to showcase WTE technology from a Singapore company. Built on a land space of only 1.6 hectares, the Keppel Seghers Tuas WTE Plant is one of the most compact WTE facilities in the world.

Senoko WTE Plant is the third waste incineration plant built in Singapore and is one of the four incineration plants currently operating. It was commissioned in 1992 at a cost of S$560 million on a land area of 7.5 hectares. Senoko WTE Plant is equipped with six incinerator-boiler units with two condensing turbine-generators offering a power generation capacity of 2 x 28 MW.

The Singapore Government decommissioned Ulu Pandan Incineration Plant, the first of the five incineration plants built in Singapore, in August 2009. Following the decommissioning, Senoko WTE Plant is the only waste incineration plant located outside of the Tuas area (which is in the western part of Singapore) and this positions it to serve the eastern, northern and central areas of Singapore.

Keppel acquired Senoko WTE from the Singapore Government in Sep 2009 and started providing Operations and Maintenance (O&M) services to the National Environment Agency under a 15 years contract.
