Keppel commences construction of Singapore’s newest waste-to-energy plant

Keppel Seghers Engineering Singapore Pte Ltd (Keppel Seghers), the environmental division of Keppel Integrated Engineering (KIE), has commenced the construction of Singapore’s newest waste-to-energy plant at Tuas South today. This is Singapore’s first incineration plant to be built under the Public-Private Partnership (PPP) initiative.

Officiating the groundbreaking ceremony for Keppel Seghers Tuas Waste-to-Energy Plant was Dr Yaacob Ibrahim, Minister for the Environment and Water Resources.

The groundbreaking marks the next milestone since Keppel Seghers was awarded the 25-year Design-Build-Own-Operate (DBOO) contract by the National Environment Agency (NEA) early this year. The project is on schedule to be completed in 2009. The completed plant will be able to treat 800 tonnes of solid waste a day to generate more than 20MW of green energy, contributing to Singapore’s electricity supply.

First Plant to Showcase Local Technology

Said Mr Lim Chee Onn, Executive Chairman of Keppel Corporation, “Keppel Seghers Tuas is the first plant in Singapore to showcase waste-to-energy technology from a local company. The plant was designed by Keppel Seghers engineers incorporating our in-house technology such as the air-cooled tumbling grates, boiler, rotary atomizer, and flue gas treatment system.

“Beyond this project, Keppel supports NEA’s vision to build a sustainable clean and healthy environment for all Singaporeans. We are committed to being a significant and long-term partner to the Ministry of Environment and Water Resources and NEA in the quest to encourage the reuse, recycle, recover and reduction of waste in Singapore.

“The comprehensive expertise of NEA in solid waste management and Keppel in providing solid waste facilities are domains which Singapore entities are particularly well-placed to excel and export to the rest of the world.”

Expanding Global Footprint

Keppel Seghers’ waste-to-energy technology is very well established in China and Europe. The company is actively pursuing prospects in both markets. In China, Keppel Seghers is the undisputed market leader for imported waste-to-energy equipment. Between July and September alone, Keppel Seghers announced S$56.8 million worth of waste-to-energy contracts in Finland, as well as Tianjin and Changzhou in China.

The Middle East is the newest market that Keppel Seghers has broken into. Notification of tender award for a S$1.7 billion solid waste management project in Qatar was received in end September. More details on the project will be announced upon finalization and signing of the contracts.
